Bio
Retired Colonel Percy Moore, USMC, holds a Bachelor of Arts in Management from Goucher and a Master of Business Administration in Venture Management, Finance and Marketing from the University of San Diego. After serving in the U.S. Marine Corps, Moore attended Goucher and was heavily involved in programming, leadership and athletics, playing on both the men’s soccer and lacrosse teams.
While at Goucher, Percy excelled on the soccer field, serving as a team captain and becoming one of the program’s all-time best. He was a four-time, 1st team all-conference selection, and his name was associated with virtually every one Goucher’s men’s soccer program’s scoring records when his playing career came to its conclusion. Just as he was when he graduated, Moore is the program’s all-time leader in goals and points (133) and runner-up in assists (25). He was inducted into the Goucher Athletic Hall of Fame in 2015.
Moore is the founder and CEO of Thomas & Moore Strategic Ventures (TMSV). He has 33 years of global, strategic government experience spanning operations, intelligence, information and cyber operations, and crisis management. He is a proven global leader with a track record of producing superior results no matter how challenging the situation. His successful military career resulted in a vast global network of personnel that he leverages to support TMSV business activities.
Moore serves on the Board of Trustees of Goucher College, as head coach of multiple youth athletic teams, as member of the National Black MBA Association and National Naval Officers Association, and as a former member of the Black Sports Agents Association. One of his favorite roles is that of father: He and his wife, Janice, have five children. Percy is actively involved in the community and he is a member of Goucher College Board of Trustees, Loyola Blakefield High School Board of Trustees, a featured speaker on leadership, and serves as a youth football and basketball coach and mentor. Percy's passion is developing our youth to excel.
